Building Apache Tomcat requires a Java 6 JDK to be installed and optionally a Java 7 JDK installed in parallel with Java 6 one. As pointed out by sourcedelica the Official documentation says you can use JDK 1.6 or later so you can use Tomcat 7 with JDK 1.7. Also check the Tomcat 7 Migration Guide.
